Migrants Being Defrauded by Human Smuggling Criminals

COLOMBO, Sri Lanka, Jan. 7, 2013 /PRNewswire/ — Anyone relying on human smugglers to try to get into Canada is just “throwing their life savings away,” Citizenship, Immigration and Multiculturalism Minister Jason Kenney said today.

“We are sending a strong message to those who are thinking of using the services of criminal human smugglers to sneak into Canada: Don’t do it. They’ll just take your money but leave you stranded,” said Minister Kenney. “Canada has a generous and open legal immigration system, but those who try to get into Canada through the back door using human smugglers will not succeed and are wasting their money trying.”

Thanks to very alert policing and intelligence action, recent human smuggling operations were shut down before they could leave port.

Other operations that planned to smuggle Sri Lankans to Canada from Thailand and Indonesia have also been disrupted in the past two years. To support ongoing efforts, Prime Minister Stephen Harper announced $12 million in funding in March 2012 to help fight human smuggling, including support for projects in Thailand and elsewhere in Southeast Asia.

Canadian law enforcement agencies continue to work with their counterparts abroad to identify and prevent human smuggling operations that are targeting Canada. Canada boosted its international efforts to prevent human smuggling after the arrival of two smuggling ships in 2009 and 2010. Since then, no planned smuggling voyages have succeeded in getting to Canada.

Under the new Protecting Canada’s Immigration System Act, which became law in June 2012, law enforcement officials now have better tools to prosecute individuals who organize, engage in, and profit from human smuggling. The Act includes new mandatory minimum penalties, up to a minimum of ten years imprisonment for those convicted of human smuggling.

The Act also introduced mandatory detention of those individuals who arrive as part of a designated human smuggling operation, so that we can be sure we know who they are and that they do not pose a security threat before they are released. And those who arrive as part of a designated irregular arrival are now barred from applying for permanent resident status for five years. This means that they will be unable to sponsor family members to come to Canada during that period.

“We will continue to strengthen the integrity of Canada’s generous immigration system, which admits more immigrants per capita than any other country in the world, for those who come to Canada lawfully, including all legitimate refugees,” said Minister Kenney. “We will continue to work to make sure that human smugglers are put out of business.”

Canada continues to have one of the most generous resettlement programs in the world, welcoming approximately one in 10 refugees resettled worldwide through its programs. By 2013, Canada will annually resettle up to 14,500 refugees and other individuals in vulnerable circumstances.

While in Sri Lanka, the Minister also met with officials to reiterate Canada’s concerns about the lack of meaningful post-civil war reconciliation.

“Canada again calls on the government of Sri Lanka to live up to the standard of membership in the Commonwealth and show tangible progress on a process of national political reconciliation and to seriously address allegations of human rights violations by both sides during the civil war,” said Minister Kenney. “Our Government will continue to stand up against human rights abuses abroad, including with commonwealth member countries.”

Funding Announced for Flood Victims in Sri Lanka

COLOMBO, Sri Lanka /PRNewswire/ — Canada will provide $18,700 in disaster relief for families affected by floods in two districts in Sri Lanka, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today.
“Canada is pleased to be able to support Sri Lanka’s disaster relief efforts and we hope the relief items will help families as they try to rebuild their lives,” said Minister Kenney.
The funds will be provided to Caritas Sri Lanka – Social and Economic Development Centre, which is part of Caritas Internationalis, a confederation of 164 Roman Catholic relief, development and social service organizations operating in over 200 countries and territories worldwide. Caritas will use the funds to provide immediate humanitarian assistance for displaced people in the Mannar and Anuradhapura districts of Sri Lanka – areas hard hit in 2012 by a series of disastrous floods.
Relief will come in the form of non-food items, such as blankets, bed sheets, towels, soap and drinking water to people who lost their belongings in the floods.
Minister Kenney met with Caritas National Director Father George Signamoney and advised him of Canada’s contribution to relief support.
This disaster relief funding is being provided as part of the Canada Fund for Local Initiatives (CFLI), which supports community level development projects through modest financial support to local organizations.
“While Canada is pleased to offer assistance to the victims of this particular tragedy, we also continue to strongly encourage the government of Sri Lanka to undertake meaningful reconciliation with all Sri Lankans in the wake of the country’s devastating civil war,” Minister Kenney said.

2013 C&D Xiamen International Marathon: Men’s Title Sets New Record in China

XIAMEN, China/PRNewswire/ — The 2013 C&D Xiamen International Marathon came to a successful conclusion in the coastal city of Xiamen on January 5. Ethiopia’s Getachew Terfa Negari won the men’s title, clocking in at 2 hours, 7 minutes and 32 seconds, breaking the course record and setting the record for all marathon races ever held in China. Fatuma Sado Dergo, also from Ethiopia, clinched the women’s title in 2 hours, 27 minutes and 35 seconds.

The Xiamen International Marathon has concluded its 11th year. The 2013 race featured 73,896 entrants from 45 countries and regions, including 25,049 full marathon runners. Champions in all categories broke former records. The top three men from last year also participated this year. The race had four starting times and began and ended at the Xiamen International Conference & Exhibition Center.
In the men’s group, Kenya’s Chumba, who took an early lead, had to drop out due to physical difficulties in the last few kilometers. Behind Negari, Kipchumba of Kenya and Warga of Ethiopia finished second and third, respectively.
In the women’s group, Kirwa, with the best qualifying time, led at the start, but Ethiopia’s Dergo surpassed her and finished first with 2 hours, 27 minutes and 35 seconds.
The 2013 C&D Xiamen International Marathon was again co-organized by the Chinese Athletics Association and People’s Government of the City of Xiamen and featured six categories: Marathon, Half Marathon, 10KM Run, 5KM Run, Wheelchair Half Marathon and Roller Skating. Starting this year, 10-time finishers within gate closing time were entitled to a permanent race number and a special number bib when they sign up for a new event. Eight athletes were able to choose their favorite numbers this year.
